“U.S. authorities charged former Venezuelan President Nicolás Maduro with conspiring to torture his fellow citizens in order to maintain his hold on power. The new indictment, unsealed Thursday, adds pressure on the ousted authoritarian leader already fighting drug trafficking offenses.
