On Tuesday, Sergei Naryshkin, head of Russia’s SVR intelligence service, speaking at a meeting of security chiefs from the Commonwealth of Independent States in Samarkand, Uzbekistan, warned listeners that ‘The world is now experiencing the most fragile moment for international security since World War Two, namely a period of qualitative transformation of the global order.'” (10/23/25)
