“Across the country, millions of Americans have taken a moment out of their day to sit down with a piece of snail-mail paperwork, or will soon drive to a local elementary school, senior center, or municipal building. Some will take time off work. Others will bring their small, unruly children to observe the act of marking a sheet of paper.
