“In his book, The Origins of Political Order, Francis Fukuyama suggests that the language of rights developed out of the idea of accountable government. ‘Accountable government, he writes, “means that the rulers believe that they are responsible to the people they govern and put the people’s interests above their own.’ Such ideas didn’t appear overnight but developed over time and developed in different ways in different jurisdictions.
